Most toilets do have valves with integral overflow these days and a higher than expected water bill may highlight an issue with either the flushing\/drop valve or the filling\/float valve. Some push botton valves may experience an issue with the button mechanism, which, if correctly identified, a replacement part can be ordered without too much plumbing upheaval. Other problems can be leaking cistern bolt seals and loose pan connectors.
